You need to remove the tire and wheel assembly from the vehicle, remove the balance weights from the wheel, then remove the tire from the wheel, remove the lubricants, wax, and dirt from the wheel, then remove the paint from the wheel, spin the wheel and use sandpaper to restore the circular machined appearance if the wheel had a machined aluminum finish. Then you should mask the wheel mounting surface and the wheel nut contact surface, paint the wheel, unmask the wheel, install a new valve stem and the tire to the wheel, next remove the corrosion, overspray, and dirt from the wheel mounting surface, lastly install the tire and wheel assembly to the vehicle.
