The harmonic balancer has a rubber-like insert in the middle of the center part of the crankshaft pulley and the surface which is what controls the belts. The main function is to rotate the drive belts that control the alternator as well as the A/C compressor. It receives torque from the engine's crankshaft as it is linked to it.
