A:
You need to remove the outer tie rod, remove the hex jam nut from the inner tie rod assembly, remove the tie rod end clamp from the rack and pinion boot, remove the boot clamp from the rack and pinion boot with side cutters, discard the boot clamp, and remove the rack and pinion boot from the rack and pinion gear assembly.

You need to loosen the adjuster plug lock nut, turn the adjuster plug clockwise until the adjuster plug bottoms in the gear assembly, turn the adjuster plug back 50 degrees to 70 degrees, and install the adjuster plug lock nut to the adjuster plug.
