You should hold the hubcap in place on the wheel with the plastic wheel nut caps aligned with the steel wheel nuts, and hand-snug each nut cap until fully seated against the hubcap. You should feel the nut cap ratchet against the hubcap a couple of times as the nut cap seats. After all nut caps have been seated, you should check the tightness of each nut cap and tighten any nut cap that may have loosened.

You should not re-machine the wheel or use chemicals to strip the paint from the wheel.
